Legal Mobilisation by Women with Disabilities in Indonesia

Abstract Women with disabilities have experienced double marginalisation. As women, they remain marginalised by patriarchal culture and religious conservatism, as persons disabilities, their participation in social, political, economic, cultural life has been constrained the state society’s barriers. Even though Indonesia ratified Convention on Elimination of All Forms Discrimination Against Rights Persons Disabilities, marginalisation women remains an important issue. In this context, applying a qualitative method, article addresses question how mobilise existing legal institutional resources to pursue empowerment. It finds that process mobilisation, employ three different strategies: advocacy from above, within, below, through which better condition achieved but challenges for further empowerment place.
